Murphy’s Desperation

By: Evan Feinberg

Tim Murphy is an Arlen Specter Republican. When I got into this race, I predicted he’d do anything to get re-elected. My prediction has now come true. Murphy is desperately running demonstrably false negative ads and sending out completely fabricated information in the mail.

Tim… if you keep telling lies about me, I’ll keep telling the truth about you.

I’m running on a positive platform of limited government, economic freedom and honest governance. I believe in term-limits and have promised not to take the Congressional pension. My focus will not be keeping my job but creating jobs for the people of Western PA and saving our country from fiscal calamity.

My opponent, Tim Murphy, has a long record of supporting big government, big bailouts and big labor. The Club for Growth has labeled him “Liberal Congressman Tim Murphy,” and the Pittsburgh Tribune Review endorsed my candidacy, criticizing Tim Murphy’s “big-spending, taxpayer-shafting, pro-union-cartel ways that disserve his district.”

As my message has caught on, Murphy has shifted to an 11th-hour strategy to smear my name. Not only are the attacks against me false, they are a window into the depths that a self-interested politician will sink to hang onto power.

No matter what Murphy says, I want the people of Western PA to know that I stand with our veterans. My wife Sarah is a Captain in the Marine Corps and an Iraq War Veteran. I’m pretty sure I’d be sleeping on the couch if I ever advocated cutting benefits to Veterans.

I have never advocated we shut down Pittsburgh’s VA hospital or dismantle Veterans health benefits. In fact, I’ve suggested providing additional private benefits that will add costs to the system – but our Veterans are worth it.

No matter what Murphy says, I support the 911th Airlift Wing. I will work to save it by making sound national security arguments. On the other hand, Murphy voted for Obama’s $2.4 trillion debt deal that gave Obama the authority to close the base.

No matter what Murphy says, I have never advocated for a new federal sales tax. You can read my economic plan on my website that replaces our current tax code with a 17 percent flat tax on income.

No matter what Murphy says, I don’t stand with liberal groups targeting Rick Santorum or Sean Hannity. Criticizing an independent watchdog group is a convenient way to gloss over the fact that the Pittsburgh Post-Gazette and KDKA TV-News have both performed investigations in which six former Murphy staffers confirmed they were required to campaign on official time using official resources – all on the taxpayer dime. Bill DeWeese and Jane Orie are facing jail time for the same charges. An FBI-investigation into Murphy’s activities remains open.

Finally, no matter what Murphy says, I am a Pittsburgher through and through. I was born, raised, and educated in the South Hills of Pittsburgh. I live and pay ridiculous taxes in Upper St. Clair. And I’m the only candidate in the race that grew up here.

I’m proud of the 5 years (not 9, as Murphy falsely claims) I spent in Washington, DC fighting for conservative principles. I accomplished more for Conservatism working for the Heritage Foundation and as a senior aide to U.S. Senators Tom Coburn and Rand Paul than Tim Murphy ever has or ever will.

It would have been nice to respond to these false and ridiculous attacks face to face and in public forums in which Murphy and I both participated.

Unfortunately, Tim has ducked, dodged and avoided any and every opportunity to debate me. He refused to even say my name in a public forum. I have given hundreds of speeches at public events and he’s never heard a single one. Instead, he’s taken the cowardly approach with his negative ad blitz.

Pennsylvanians remember how desperate Arlen Specter became at the end of his career, doing anything to hang onto power. History is repeating itself with Tim Murphy. I guess the only thing left is for him to switch parties and run as a Democrat.

Feinberg to Murphy: “Your Arlen Specter Politics Won’t Work”

Feinberg Responds to Murphy’s Dishonest, Last-Minute and False Negative Campaign

Pittsburgh,PA—Tim Murphy began an 11th-hour negative ad campaign this weekend, sending out multiple false mail pieces and airing false radio attack ads. The advertisements are a strong signal that Murphy’s reelection prospects are dim and getting dimmer.

“Tim Murphy doesn’t appear to have the slightest idea of where I stand on the issues. Maybe that’s because he steadfastly refused to debate me during this campaign or even speak at the same events. Throughout the campaign, Tim has never heard me give a speech, despite my having given hundreds of them,” Evan said.

“Tim Murphy is either confused about my conservative principles, or he’s purposely lying to his constituents in a desperate attempt to hang on to power. Either way, I have a simple message for Tim: Your Arlen Specter politics – doing and saying anything to get reelected – won’t work.”

##

Murphy’s False Attacks vs. The Facts

False Attack: “Feinberg hasn’t lived, worked, voted, or paid taxes in southwestern PA for 9 years.”

Facts: Feinberg was born and raised in the District and only lived in Washington for 5 years, half the time Murphy has been there.

Evan pays taxes on the home he owns in Upper St. Clair (and Like so many Pennsylvanians, Evan is thoroughly disgusted with them). Feinberg has lived in Pennsylvania almost his entire life and even voted for Tim Murphy when there was no conservative alternative on the ballot.

Feinberg moved from Peters Township to Washington, DC in June of 2006 and moved back home in September of 2011, purchasing his home in November of 2011. 2011 minus 2006 equals five, not nine. Perhaps simple mathematics is part of Murphy’s budget problems. Perhaps Murphy was counting the four years Evan attended college at Grove City College, an hour north of the district, in which Feinberg of course maintained his residence and voter registration in Peters Township.

False Attack: “Feinberg promises to close the 911th Airwing”

Facts: Feinberg has repeatedly and strenuously said the 911th should be saved.

In addition to advocating for the 911th, Feinberg has blasted Murphy for voting for the Obama debt deal that gave the President the authority to close the base. Feinberg has also castigated Murphy for failing to prioritize spending during his time in office and supporting spending cuts that would have prevented the budget crisis which has put the base at risk.

False Attack: “Feinberg promises to shutdown Pittsburgh’s Veterans Hospital.”

Facts: Feinberg has never once suggested we shut down a single VA hospital.

In addition to being married to a veteran, Feinberg has expressed his complete commitment to taking care of those who have served our country. Feinberg has advocated providing additional health care benefits to veterans, including private options on top of the existing VA benefits to ensure Veterans get the best health care in the entire country.

False Attack: “Feinberg supports a $2.4 trillion debt limit increase.”

Facts: Feinberg was appalled when Tim Murphy voted to increase the national debt by $2.4 trillion and has said we shouldn’t raise it a penny.

Feinberg has proposed real solutions to balance the budget and reduce our national debt by trillions of dollars. Feinberg has never once advocated raising the debt limit by a single penny. Murphy has supported four debt limit increases totaling $5 trillion.

False Attack: “Feinberg promises to add a 17% federal sales tax.”

Facts: Feinberg’s tax plan is a 17 percent flat tax on income that replaces the current tax code.

If Murphy read Feinberg’s budget and economic plan and had an understanding of tax policy, he would have realized that Evan suggested eliminating all federal taxes except for a single, flat tax rate on income of 17 percent for individuals and businesses. No federal sales tax. The policy paper is available at evanfeinberg.com.

False Attack: “Feinberg stood beside liberal attack group targeting Rick Santorum, Sean Hannity and other Republicans.”

Facts: Murphy’s corruption is a key reason voters should replace him on Tuesday and it has been highlighted by independent watchdog groups and local Pittsburgh media.

Murphy’s corruption has been pointed out by the Citizens for Responsibility and Ethics in Washington (the group in question), the Pittsburgh Post Gazette, Pittsburgh Tribune Review, and KDKA TV-News.

Feinberg used a citation in campaign literature for The Citizens for Responsibility and Ethics in Washington (CREW), an independent watchdog group that some believe is a liberal attack group, despite going after many Liberal Democrats like Charlie Rangel. Regardless, CREW lists Murphy as one of the most corrupt members of Congress based on information provided by the Pittsburgh Post Gazette and KDKA TV-News.

Murphy has been accused by six former staffers of requiring them to perform campaign activity on official time and using official resources, the same charges for which Bill DeWeese and Jane Orie are facing jail time.

In case you missed it, the Pittsburgh Tribune Review endorsed my candidacy this morning, saying, “A decade of this nonsense is enough. Republicans have a golden opportunity in the April 24th primary to nominate a man who fully understands that sound economics is sound economics.”

Give it a read! –Evan

Primary 2012: Nominate Feinberg

Wednesday, April 11, 2012

“I represent a very diverse district. I don’t represent just conservatives,” says Rep. Tim Murphy, the 18th Congressional District “Republican” seeking a sixth term. “It’s the very poor and billionaires and everyone in between,” he insists.

Then why has he so consistently supported policies that, right across the board, hurt the constituents he claims to be serving so well?

In particular, Mr. Murphy’s slavish devotion to Big Labor has limited entry-level job opportunities, raised the cost of public projects and increased the cost of doing business for job-creators. And that’s just the surface of Murphy’s disservice.

A decade of this nonsense is enough. Republicans have a golden opportunity in the April 24 primary to nominate a man who fully understands that sound economics is sound economics and benefits all socioeconomic classes.

That man is Evan Feinberg.

Mr. Feinberg cut his policy teeth at The Heritage Foundation. He later served as an aide to U.S. Sens. Tom Coburn and Rand Paul, two fellas who know a thing or two about sound economics.

The local Republican establishment rationalizes that a young and underfunded Feinberg, if nominated, surely would lose in November and hand the 18th District seat to Democrats. But what do they think they have sitting in that seat now?

Thus, the Trib endorses Evan Feinberg. And Republicans should nominate him. For in their hearts, they know Tim Murphy is not right.

Tim Murphy’s Republican challenger Evan Feinberg spent this afternoon — as he does almost every day — in the 18th congressional district trying to stoke the fire.

Feinberg, joined by his wife Sarah, a Marine Corps vet, and 10-month-old son Luke (above), did one last round of door-knocking today in his old neighborhood in Peters before shutting things down for the Easter weekend. (The devout Christian had a religious awakening at age 18 while a freshman at the University of Michigan, converted from Judaism and transferred to Grove City College – “the faith and freedom college,” as he called it.)

The former staffer for the Heritage Foundation and for U.S. Senators Tom Coburn and Rand Paul had an easy way around the tidy neighborhood of two-story homes. “We love the Heritage Foundation,” said one of Feinberg’s former next-door neighbors, unbidden, after a talk about the time his older sister got stuck on a swingset. The 18th District was ahead of the GOP curve in the 2004 primary, voting for Pat Toomey over Arlen Specter, repeated its vote for Toomey six years later, and supported the GOP for president in 2000, 2004 and 2008. So Feinberg’s pitch standing outside screen doors this primary season is not about Obama, but rather his fellow Republican Murphy, who the challenger says is too moderate for the dependably red district, and is more concerned with winning a sixth term than sticking to conservative principles on low government spending and taxes.

The 28 year old quoted Coburn: “The biggest problem in Washington is politicians who put their next election before the next generation.”

His message has attracted $200,000 in outside advertising support from the anti-incumbent group Campaign For Primary Accountability (which is also taking onDemocratic incumbent Tim Holden) and an endorsement from the grassroots tea party group FreedomWorks. Pre-primary finance reports due next week will surely show a giant financial advantage for Murphy however, and the Upper St. Clair incumbent isalready on air with a conservative-friendly ad attacking Obamacare. He has not yet faced off publicly against Feinberg, but at his campaign kickoff warned Republicans against eating their own: “There’s a lot of people in this country who are frustrated. We’re all frustrated. Some are very angry. What we cannot do is take out that anger out on ourselves,” Murphy said Jan. 26. “. . . We’re going to have to work together and not be divisive.”

Feinberg says he’ll too be on TV sometime before the April 24 primary, and has an on-message retort to Murphy’s financial advantage: “With 61% of his earmarks going directly to campaign contributors, it’s easy to raise that kind of money,” he said, referring to this OpenSecrets study of 2010 House spending.

There are serious questions about whether someone as far right as Feinberg – who would cut scads of federal departments, adopt a flat tax and even gold and silver currency — could prevail in the general election, and Democrats are gleefully watching Murphy’s primary test unfurl. (Washington County commissioner Larry Maggi, a pro-gun/anti-health care reform Democrat, is unopposed for his party’s nod.) That’s where Feinberg points to the GOP voting statistics, saying he’s unconcerned.

He gave up his job with Rand Paul analyzing health care to move back to the district and take on Murphy full-time, attacking the incumbent door-to-door with evangelic zeal and walking off 15 pounds in the process. It’s an uphill battle, particularly without Murphy’s financial cover, but he says he has no second thoughts.

“I was very happy being a policy staffer moving the ball forward on Medicare reform,” he said walking up another set of steps. “But the long and short of it is, the biggest problem right now is there are plenty of us willing to be courageous and bold, but there are too many Republicans working against what conservative Republicans are trying to accomplish.”

In case you missed it, in the wake of long-time incumbent Jean Schmidt’s loss in Ohio and poor numbers for incumbents across the country, the Washington Post reviewed races across the country to see who might be next and put them into a top 10 list.

Guess who’s #1? That’s right, Tim Murphy. Here’s the relevant excerpt (full article below, and worth a read!):

1. Tim Murphy (R-Pa.): This is a classic establishment-versus-tea party fight. Murphy’s opponent — 27-year-old former Senate aide Evan Feinberg — has been endorsed by Sens.Rand Paul (Ky.) and Tom Coburn (Okla.). (Feinberg used to work for Paul.) Murphy’s campaign, meanwhile, is touting polling that shows him with a massive lead, but the Campaign for Primary Accountability has pledged to spend $200,000 on ads hitting Murphy. That sort of spending — plus his support from the tea party wing of the GOP — could help Feinberg close the gap quickly.

Even in the most anti-incumbent primary season of the past few decades, less than 5 percent of members of Congress lost their primaries.

Such is the case under a political system that weighs things heavily in favor of incumbents.

But relatively speaking, this looks like one of the most anti-incumbent years in decades. There are several factors in the coming election that will lead to an increase in the number of members sent home early — and it’s quite possible we could see more incumbents lose than at any point in the last 40 years.

The first factor is redistricting. This has both led to 11 primary matchups between incumbents (which means at least 11 incumbents will lose their primaries) and has given plenty of members plenty of new territory to deal with.

Often, the new territory brings a new and ambitious primary opponent with it. And over the last three decades, the three elections with the most incumbents losing primaries were all post-redistricting elections.

Second is the mood of the electorate. Congress’s approval rating continues tohover around a record low, and uncertainty about the economy has created an American electorate with an itchy trigger finger.

Over the last three elections, though, voters have made their statement by sending incumbents home in the general election, not the primary.

Third is the advent of outside groups. First it was the tea party and conservative groups like the Club for Growth, and now it’s an anti-incumbent super PAC asserting itself. The Club is going big against Sen. Richard Lugar (R-Ind.) in his primary, and the Campaign for Primary Accountability is promising to spend millions trying to take down incumbents of both parties in their primaries — and in the process giving primary challengers something they often find in short supply: financial support.

That said, the idea that the 2012 primary season will be a bloodbath for incumbents is foolhardy.

Four states have held their congressional primaries so far, and incumbents have won 43 of the 44 races in which they’ve taken part. Rep. Jean Schmidt (R-Ohio) was the lone exception, while Reps. Dennis Kucinich (D-Ohio) and Don Manzullo (R-Ill.) lost to other incumbents.

But there is anecdotal evidence that incumbents are taking less of the vote so far than they usually do. And some expect that to start translating into increased losses for incumbents.

Over the last 40 years, the worst year for incumbents was 1992, when 19 House incumbents and one Senate incumbent fell.

Since at least 11 House incumbents will lose primaries to other incumbents, that means nine more would have to fall to set the new standard.

Former congressman Tom Davis (R-Va.) said that this year is more of a mix than 1992, when the losses were driven by redistricting..

“There’s more voter unrest today but less redistricting challenges than ‘92, when the Voting Rights Act brought huge changes,” Davis said.

Former congressman Martin Frost (D-Texas), himself a victim of redistricting changes in 2004, said that unrest is palpable. As for its effect on primaries, though, the jury’s still out.

“The public is very upset with Congress for good reason,” Frost said. “I have never seen as much cynicism.”

If this year does exceed 1992’s carnage, it starts with the 10 races listed below: Our top 10 incumbents who could lose their primaries.

(For the purposes of this exercise, we’re excluding the incumbent-versus-incumbent matchups.)

To the line!

10. Rep. Walter Jones (R-N.C.): If there’s one guy who’s ripe for a conservative primary challenge, it’s Jones. Jones frequently votes against his party on the major issues of the day, the most recent being Rep. Paul Ryan’s (R-Wis.) budget. In fact, it’s a wonder he’s escaped serious opposition in recent years. That could change this year, with former New Bern Police Chief Frank Palombo running against him and the Campaign for Primary Accountability targeting him. We’ll see if Jones is actually threatened, but he’s a ripe target.

9. Rep. Gary Miller (R-Calif.): Miller appeared to have caught a break when Rep. Jerry Lewis (R-Calif.) announced he would retire. Rather than challenging Rep. Ed Royce (R-Calif.) in the Orange County-based 39th district, Miller shifted inland to run for Lewis’s 31st district. Problem was, he ran into state Sen. Bob Dutton (R). Both men will take part in California’s new “top two” primary in which the top two candidates in an open primary — regardless of party — make the general election. But in this Democratic-leaning district, there’s likely only room for one Republican in November.

8. Rep. Roscoe Bartlett (R-Md.): The Maryland press has focused on the nasty Democratic primary for the state’s newly-competitive 6th district. But Bartlett is gettingbattered by seven rivals, who all agree he isn’t ready for what could be the toughest House race in the country. State Sen. David Brinkley and state Del. Kathryn Afzali are both strong contenders. But if they all split the vote up too much, Bartlett will survive.

7. Rep. Ed Towns (D-N.Y.): Queens Democrats have backed Towns for the newly redrawn 8th district, but he still faces primaries from state Assemblyman Hakeem Jeffriesand City Councilman Charles Barron. Barron held Towns to 47 percent of the vote in a 2006 primary, but the up-and-coming Jeffries, who has the support of the Working Families Party along with some influential state legislators, may be as big a threat. After some back-and-forth, the final redistricting map leaves Jeffries’s political base mostly intact, so Towns still has reason to be worried.

6. Rep. Tim Holden (D-Pa.): Holden was one of few Democrats who survived in a conservative district last election, and Republicans appeared to do him a favor by moving many of his Republicans to shore up neighboring GOP incumbents and giving him a much more Democratic district in the process. But that new territory also drew new intra-party opposition, and lawyer Matt Cartwright has reportedly put together $600,000 for his primary challenge April 24. Cartwright has also gotten the support of some liberal groups against the Blue Dog Holden, and the Campaign for Primary Accountability has said it willspend $200,000 on taking down Holden.

5. Rep. David Cicilline (D-R.I.): The freshman and former Providence mayor doesn’t officially have a big-name challenger yet, but polling shows he’s severely unpopular, and 2010 opponent Anthony Gemma is expected to enter the race any day now. Gemma finished second to Cicilline in an open primary in 2010, losing by 14 percent, and the Democratic establishment has rallied behind Cicilline (independent Gov. Lincoln Chafee also just endorsed him). But it’s hard to ignore numbers like these: A recent Brown University poll showed just 15 percent of Rhode Islanders rate Cicilline’s job performance as good or excellent. Another 24 percent say he’s done a “fair” job, and 43 percent say he’s done poorly. Not good.

4. Rep. Fred Upton (R-Mich.): Upton has been a conservative target for years, but 2012 may represent his most serious challenge yet. Former state representative Jack Hoogendyk, who lost to Upton 57 percent to 43 percent in 2010, is back again. But this time, he could well have the all-important backing of the Club for Growth. Interestingly, former Pennsylvania senator Rick Santorum carried Upton’s 6th district 43 percent to 37 percent over former Massachusetts governor Mitt Romney in the Michigan presidential primary. Upton endorsed Romney; Hoogendyk backed Santorum.

3. Chuck Fleischmann (R-Tenn): Fleischmann won this east Tennessee seat in 2010 when then-Rep. Zach Wamp ran unsuccessfully for governor. But now he faces a serious primary challenge from another Wamp — Weston Wamp, the 25-year-old son of the former congressman. Wamp’s last name and his father’s connections in Washington ensure he will be a well-known and well-funded opponent for the still-new-to-Washington Fleischmann.

2. Silvestre Reyes (D-Texas): Reyes has never faced a tough primary — until now. He’s been targeted by former El Paso City Councilman Beto O’Rourke, a young reformer, and the Campaign for Primary Accountability. The eight-term congressman has been defending himself with expensive television time, but one of his recent ads drew heat for falsely claiming his opponent wanted to legalize all drugs. Reyes may be the Democrat most likely to lose his primary.

Pittsburgh,PA—Today, Evan Feinberg announced the endorsements of two prominent statewide elected officials: Senator John Eichelberger (R-30) and Senator Mike Folmer (R-48).

Both Eichelberger and Folmer were elected to office by defeating a well-financed incumbent from their own party.

Sen. Folmer, who ousted Senate Majority Leader David Brightbill in 2006, said “Politicians in Washington are drowning this country in a sea of red ink. Evan will put the next generation before the next election: a rarity in American politics.

“I strongly support Evan’s effort to replace a politician who cares more about his job than the jobs of his constituents,” said Folmer.

Sen. Eichelberger, who defeated Senate President Pro Tempore Robert Jubelirer in 2006, echoed Sen. Folmer’s words: “Evan Feinberg is the type of candidate we need at every level of government: he believes in limited and honest government. Mike and I are trying to restore honesty and integrity to our state government, and I’m confident that Evan will do the same in Washington.”

Evan reacted, “Senators Folmer and Eichelberger are true leaders and great men. I’m honored to have their support. When our state government was being run by disreputable and even criminal people, these guys stepped up to the plate and helped restore honest governance to PA. Ever since, they’ve put hard-working taxpayers first – focusing their efforts on cutting spending and reducing the size and scope of government.”

“I’m proud to stand with these great reformers. Tim Murphy is cut from the same cloth as the ethically-challenged Bob Jubilerer and David Brightbill. The illegal midnight pay raise woke up the voters to extensive corruption and the selfishness of PA elected officials. The voters should continue to clean up government by retiring Tim Murphy.”
